Winter Crisis Program

The Winter Crisis Program provides financial assistance for household heating utilities that are in danger of being shut off, as well as assistance for the purchase of bulk fuels such as heating oil, propane, coal, and wood.

Households with incomes below 175% of the federal poverty level may be eligible for services.

Eligible households with less than a 10-day supply of fuel may receive a one-time delivery of bulk fuel or propane valued at up to $900.

Regulated utility customers may receive assistance up to $175, while unregulated utility customers may receive assistance up to $750 to:

  • Prevent disconnection of service
  • Restore utility service
  • Transfer utility service
  • Establish new utility service

Required Documentation

  • Copies of the most recent energy bills
  • A list of all household members and proof of income for the last 30 days
  • Proof of U.S. citizenship or legal residency for all household members, including:
    • Social Security cards
    • Birth certificates
  • Proof of disability, if applicable
  • Fuel receipt documentation, if applying for fuel assistance
  • Documentation of Food Stamp Assistance or Child Support, if applicable
