PIPP program
The PIPP program is available to customers who are serviced by a regulated utility, including American Electric Power and Columbia Gas.
To qualify for enrollment, a customer must be at or below 150% of the federal poverty guidelines. Payments are based on gross monthly income.
Total electric households pay a monthly percentage of 10%. A household that heats with both gas and electric, or bulk fuel, pays 6% per utility.
This program is available year-round.
